Josh is a dog person because he likes dogs. I know he's not fond of cats so he could say:
"I'm not a cat person."
I, personally, am both a dog person and a cat person, so that means I like both dogs and cats.
What about you? Are you a dog person, or a cat person, or both...or neither?
I like dogs, but I am not that person who love dogs and love take them for a walk. So, I think I'm not a dog person.
